In large bowl combine sugar, yogurt, egg, oil, lemon peel and lemon juice; stir until well blended. In small bowl, stir together flour, baking soda, baking powder and salt. Add to egg mixture; stir until well blended. Spray cookie sheet with no-stick cooking spray. Drop by rounded teaspoons 2 inches apart onto cookie sheets. Bake at 375 degrees for 9 to 12 minutes or until edges are light golden brown. Cool one minute; remove from cookies sheets to wire cooling racks and cool completely. Makes 18 cookies.
